The number of sets of davits and the boat capacities of ships not provided for in the Table shall be prescribed by the Government Marine Surveyor.

28. LIFEBOATS, LIFE RAFTS AND BUOYANT AP- PARATUS:-Each set of davits shall have a boat of Class 1 attached to it.

If the lifeboats attached to davits do not provide accom- modation for 60 per cent of all persons on board, or the minimum cubic capacity specified in Column (E) of Table No. 7, whichever is less, additional lifeboats of Class 1 or Class 2 shall be placed on board to make up the deficiency.

If the boats so provided do not provide accommodation for 60 per cent of all persons on board, additional lifeboats of Class 1 or Class 2, or approved life rafts or other approved buoyant apparatus shall be provided so that the accommoda- tion provided by the lifeboats, life rafts and buoyant ap- paratus shall be sufficient for 60 per cent of all persons on board.

The stowage of the additional boats shall be decided by the Government Marine Surveyor.

Provided always that where the Government Marine Surveyor finds it necessary to accept boats without buoyancy appliances in lieu of Class 1 boats on vessels intended to be engaged in certain trades between ports belonging to any British Colony, Protectorate or Mandated Territory, and when such vessels are intended to be engaged on short inter- national voyages in the areas bounded by a line drawn through the following points:

he may accept such boats in lieu of Class 1 boats on such international voyages, provided he is satisfied that as many Class 1 boats are carried as the circumstances of the trade permit.
